Why This Training Exists
Homelessness feels impossible because our sector is stuck in the wrong paradigm.
A paradigm is it is a set of belief that guides how people approach and solve problems
Since the dawn of modern homelessness in the early 1980s, our sector has believed that homelessness is fundamentally a local problem that needs local nuance and local solutions.
To quote the former head of the US Inter-agency council on homelessness - “There is no national landscape. There are just local efforts.”
Or as LA City Council Member and head of the City’s Homelessness Taskforce put it, “We have 15 different COuncil districts 15 different approaches to homelessness”
This way of thinking - and the way of acting it produces - is failing us.
Our sector is completely decentralized, fragmented, and uncoordinated.
✔ Government agencies fighting with each other about responsibilities
✔ Large and uncoordinated systems of care that are hard to navigate
✔ Best practices from one communities being incorrectly implemented in others
✔ The ongoing loss of institutional knowledge through leadership turnover and burnout
✔ A focus on short-term bandaids like sweeps and arrests instead of long-term strategy
Despite decades of effort, new funding streams, countless pilots, and enormous public goodwill (much of which is now eroding), this paradigm of hyper-localization keeps producing fragmented, decentralized, and often contradictory responses.
Yet on the frontlines—and in a handful of aligned communities—we see that dramatic reductions are possible.
After 15 years of working on the frontlines of this crisis, I still believe with every ounce of my being that homelessness is solvable.
And this training is the introduction to and call to action for a new paradigm based on sector-wide alignment + coordinated action.
It is the framework, philosophy, and practical toolkit — one that has repeatedly helped communities break through stagnation and build the conditions for real, measurable progress

THE PROBLEM
Homelessness feels impossible because our sector is stuck in the wrong paradigm.
Since the early 1980s, our sector has treated homelessness as a purely local problem requiring purely local solutions. This hyper-localization has produced a sector that is completely decentralized, fragmented, and uncoordinated.
Government agencies fighting over responsibilities
Best practices incorrectly replicated across communities
Institutional knowledge lost to turnover and burnout
Short-term responses instead of long-term strategy
Yet on the frontlines — and in a handful of aligned communities — dramatic reductions are possible. After 15 years working on this crisis, I know homelessness is solvable. This training is the call to action for a new paradigm: sector-wide alignment + coordinated action.
