Homelessness is a solvable problem trapped in broken systems.
Over 45 years, the United States fundamentally decentralized its homelessness response — leaving every state, CoC, county, city, and provider mostly to their own devices. Deep structural fragmentation is the root cause of the on-the-ground challenges every community faces.
