OUR THEORY OF CHANGE

Homelessness is a solvable problem trapped in broken systems.

Over 45 years, the United States fundamentally decentralized its homelessness response — leaving every state, CoC, county, city, and provider mostly to their own devices. Deep structural fragmentation is the root cause of the on-the-ground challenges every community faces.

But on the frontlines — and in a handful of aligned communities — dramatic reductions are achievable. Our theory of change is built on three disciplines that, together, produce compounding momentum.

1 · Disciplined People

Find communities who know they can do better and are working to bring people together. Real progress starts with committed leaders who embrace learning, collaboration, and innovation.

2 · Disciplined Thought

Ground ourselves in what we can control — the response. Recognize there are core strategic priorities within homeless systems that never really change. Focus on strengthening these, using benchmarks from high-performing communities.

3 · Disciplined Action

Utilize proven tools, frameworks, and technology to drive gradual, compounding momentum. In time, the process becomes the strategy.

The Strategic Homelessness Funding Blueprint

A proven 5-step process for building more efficient, effective, and accountable systems of care

STEP 01

IDENTIFY & ENGAGE KEY FUNDERS

We map every institutional partner who funds homelessness: cities, counties, Public Housing Authorities, Continuums of Care, Managed Care Plans, Philanthropy, and other institutional partners.

Deliverable: Funder Engagement Matrix

STEP 02

PERFORMANCE & ASSET SNAPSHOT

We analyze every program, provider, and performance indicator in the system — PIT, HIC, HMIS, SPM, by-name data, and more.

Deliverable: Funder Engagement Matrix

STEP 03

Annual Income Statement

We identify every available funding source and map every dollar to the programs and outcomes it supports.

Deliverable: Annual Income Statement

STEP 04

Benchmarks & Financial Projections

Using a structured, benchmark-driven financial model, we project the ideal cost structure for your system of care.

Deliverable: Ideal System Business Plan

STEP 05

Strategic Funding Roadmap

Every step of the way, we build buy-in from system partners, ultimately bringing funders together in facilitated, collaborative sessions to align on next steps.

WHAT WE HELP COMMUNITIES DO

Four outcomes that every high-performing system of care has in common.

Unify Around a Shared Vision

Foster collaboration among providers, programs, and staff through shared language, frameworks, and project management tools that support a truly coordinated system of care.

Establish Financial Clarity

Develop a strategic financial north star — tracking all incoming funding, mapping current and future system costs, and tying spending and resource allocations to measurable outcomes.

Measure & Benchmark Performance

Build internal and external dashboards to evaluate progress and compare local efforts against national best practices — creating accountability at every level of the system.

Drive System Investment & Improvement

Support implementation of data-driven best practices that move the needle — translating strategy and financial clarity into concrete reductions in homelessness.

OUR VALUES & ETHOS

How we show up in every engagement.

Empowered Change Makers

Real progress starts with committed leaders. We build aligned teams organized around delivering concrete, measurable results — not just producing another report.

Process Is the Strategy

Plans don't drive impact — ongoing, outcome-focused workstreams do. We build processes around the five strategic levers that every high-performing system must strengthen over time.

Set and Exceed the Benchmarks

Our proprietary STEPS framework establishes shared vocabulary, benchmarks, and cross-community comparisons — bringing national best practices directly into your local planning process.

Practitioners First

Our work is grounded in direct service — outreach, shelter operations, case management. That keeps us focused on practical, real-world solutions that work for the people on the ground, not just leadership teams.
